Does a new immigrant get health insurance immediately after making Aliyah?

Yes. Under the National Health Insurance Law 5754-1994, a new immigrant becomes an Israeli resident on Aliyah and is entitled to the standard basket of health services straight away. You register at the National Insurance Institute (Bituach Leumi) and choose one of the four public health funds (kupot holim). For a set initial period the state covers your health insurance contributions as an absorption benefit, so coverage does not depend on having paid in first. There is no waiting period of the kind that can apply to some returning residents or foreign workers.

This is very different from the position of a long-absent returning resident, who can face a waiting period or a redemption payment before coverage resumes, and from tourists, who are not covered at all and need private travel insurance. A common mistake is to delay registration and assume coverage is automatic without any paperwork. Completing the registration steps promptly is what activates the entitlement in practice.
