Are tourist visa holders entitled to Israeli health insurance?

Generally not. The National Health Insurance Law applies to permanent residents of Israel (yoshvei keva). Holders of tourist visas (B/2) and most temporary visa holders are not entitled to join a Kupat Holim and must rely on private travel or expat health insurance. Workers who acquire permanent residency status become entitled to enroll.
