Does Israel tax dual citizens on income earned abroad?

During the 10-year new immigrant exemption, foreign-source income is fully exempt from Israeli tax. After the exemption, Israel taxes residents on worldwide income. Non-resident Israeli citizens who primarily live abroad may not be considered Israeli tax residents.
