Does Israel recognize a foreign professional license after making Aliyah?

Not automatically. Citizenship arrives with the Aliyah certificate, but the right to practise a regulated profession comes from a separate licensing statute in each field. Physicians are licensed by the Ministry of Health under the Physicians Ordinance [New Version] 5737-1976, lawyers by the Israel Bar under the Chamber of Advocates Law 5721-1961, and engineers and architects through the register kept under the Engineers and Architects Law 5718-1958. Each regime sets its own mix of credential recognition, examinations, and supervised practice, and none of them treats a foreign licence as sufficient on its own.

Recognition follows a common pattern across the regulated professions. The relevant authority first verifies the foreign qualification, which means apostilled diplomas, transcripts, and confirmation of good standing from the original licensing body, each accompanied by a certified Hebrew translation. It then decides whether the applicant sits the full Israeli licensing examination, a reduced version, or none at all, and whether a period of supervised practice is required first. Physicians trained outside a recognised list of institutions generally sit the government medical examination and complete a supervised stage. Foreign-qualified lawyers apply to the Israel Bar, which may require examinations in Israeli law subjects and an internship before admission.

Start the file before landing, because credential verification from a foreign university and licensing board routinely takes longer than the Aliyah process itself. The Ministry of Aliyah and Integration runs support programmes for olim in licensed professions, including examination preparation and Hebrew courses geared to professional vocabulary, and these are tied to the window in which absorption benefits remain available. Practising a regulated profession without the Israeli licence is an offence under the governing statute regardless of citizenship, so an interim role outside the licensed scope is the usual bridge.
