What is a teudat oleh and which Aliyah benefits does it unlock?
Oleh status itself flows from the Law of Return, but the certificate is what makes the status usable. Ministry counters, customs officers, municipalities, banks and health funds all ask to see it, and several of the benefits that new immigrants care about most are keyed to the date it carries rather than to the date of the flight. The reduced purchase tax band for an oleh buying a home sits in Regulation 12 of the Real Estate Taxation (Purchase Tax) Regulations 5735-1974 and runs from one year before aliyah to seven years after. The exemption on foreign source income and capital gains sits in Sections 14 and 97 of the Income Tax Ordinance and runs for ten years. Entitlement to state health cover under the National Health Insurance Law 5754-1994 begins on the recorded date of aliyah.
Two practical points catch people out. The first is the gap between arrival and registration for someone who lands as a tourist and only later converts status inside Israel, because the certificate will show the conversion date and the benefit clocks start then, not from the earlier arrival. The second is confusion with the teudat zehut, the national identity card, which is a different document issued by the Population Authority and cannot be used to claim absorption benefits. Keep the certificate with your passport, photograph it, and report a loss to a Ministry of Aliyah and Integration branch rather than trying to prove status from the identity card alone. - Health cover: registration with a health fund (kupat cholim) should be completed promptly, and cover is backdated to the aliyah date recorded on the certificate
- Replacement: a lost certificate is reissued at a Ministry of Aliyah and Integration branch on production of the teudat zehut, normally within a few working days and free of charge
