Can I convert my foreign driver's license to an Israeli one?

Yes, and you have up to one year to do it. Under the Traffic Regulations 5721-1961, a tourist or new resident may drive in Israel on a valid foreign license, or an International Driving Permit, for one year from entry. A new immigrant who wants to keep driving past that year must convert the license through the Licensing Authority of the Ministry of Transport, which involves a vision test, a medical form, and usually a short practical driving test. The theory exam is generally waived for holders of a valid foreign license.

The one-year clock is the key rule. A visitor or a person who has just become a resident may rely on their existing foreign license, or an International Driving Permit alongside it, for twelve months from the date of entry or Aliyah. Driving on an expired grace period exposes you to fines and, more seriously, can void motor insurance after an accident.
