Can Israel deny entry to a citizen of a friendly country?

Yes. A visa exemption or passport strength does not guarantee entry. Israel's border authorities have broad discretionary power under the Entry into Israel Law 5712-1952 to refuse any non-citizen, regardless of nationality, if the officer has reasonable grounds for concern about the purpose or legitimacy of the visit.
