Who runs the building if there is no Va'ad Bayit?

If a building has no active Va'ad Bayit — because no one was elected or the committee has stopped functioning — any apartment owner can apply to the Magistrates Court under the Condominiums Law to appoint an administrator (*menahel*) to manage the building. The court-appointed administrator has the same powers as an elected Va'ad and can collect fees and arrange repairs. This mechanism prevents buildings from falling into complete neglect when residents cannot agree on self-governance.
