What is a he'arat azharah (caveat) and why is it filed?

A caveat is a notice registered on the property that alerts third parties to a claim — most commonly used by a buyer who has signed a contract but not yet completed registration. It prevents the seller from dealing with the property without the caveat holder's knowledge.
