What happens if a building has no functioning vaad bayit?
Any apartment owner can apply to the Magistrates Court under Section 67 of the Land Law 1969 to have a building manager (menahal beit meshutaf) appointed by the court. The application is relatively straightforward, the filing fee is approximately NIS 1,150, and courts typically appoint a manager within four to six weeks of an unopposed application. The court-appointed manager steps into the full role of the vaad bayit until the owners elect a proper committee.
