Is DNA testing illegal in Israel?

No. DNA testing is not illegal in Israel. What the Genetic Information Law 5761-2000 prohibits is conducting a genetic test without required authorization — a doctor's prescription for medical tests, or a court order for tests that establish personal identity or biological relationships such as paternity. Home kits used for personal curiosity are unregulated but their results cannot be used in Israeli legal proceedings.
