Does Israel recognize adoptions finalized abroad?

Yes, subject to conditions. A foreign adoption order can be recognized in Israel under Section 28A of the Adoption of Children Law, provided it was made by a competent court, does not violate Israeli public policy, and the adopting parents are Israeli residents. The recognized adoption must then be registered with the Population and Immigration Authority.
