How long does the spousal graduated process take to reach permanent residency in Israel?

The Ministry of Interior's standard graduated track for non-Jewish spouses of Israeli citizens takes approximately 5 to 7 years from the first A/5 temporary residency permit to a permanent residency decision. The formal stages are: Stage 1 (A/5 temporary residency, two years); Stage 2 (upgraded A/5 with integrated work rights, two years); Stage 3 (temporary residency equivalent to permanent, two years); Stage 4 (permanent residency application).

Couples with particularly strong ties to Israel and clean records sometimes complete the process in 5 years. Cases involving security concerns, gaps in Israel residence, or prior visa violations routinely take longer.
