Does the apostille stamp itself need to be translated into Hebrew?

Yes. When a court-sworn translator prepares a certified Hebrew translation of an apostilled document, the translation must include the full text of the apostille stamp, not only the underlying document. Israeli courts and the Population and Immigration Authority both expect complete translations. A translation that stops at the documents last line and omits the apostille annotation is regularly returned for correction.
