Do collective agreements apply to foreign workers in Israel?

Yes. Where an extension order (tzav harchava) has been issued for the relevant sector, the collective agreement terms apply to all employees in that sector regardless of nationality or union membership. Extension orders are common in cleaning, security, hospitality, and construction. A foreign worker in one of these sectors is entitled to the extended collective agreement terms even if their individual contract does not mention them.
