Can two foreign nationals who are not Israeli residents get married in Israel?

It depends on their religion. Two foreign nationals who are both Jewish (recognized as such by the Chief Rabbinate), or both members of the same recognized religious community, can in principle marry in Israel through the relevant religious court. Residency is not a strict legal requirement. In practice, however, the administrative process — especially proving Jewish status from abroad — can be lengthy and complex. Many foreign couples opt to marry in their home country or in Cyprus and register the marriage in Israel instead.
