Can one co-owner force a sale of Israeli property without the others' consent?

Yes. Under Section 37 of the Land Law 5729-1969, any co-owner can file an application for dissolution of co-ownership (piruk shutafut) with the district court at any time. The court has no discretion to refuse the application — the only question is whether it orders physical partition or a sale. Other co-owners cannot veto this right, although they may contest the method or raise financial counterclaims during the proceedings.
