Can I still access any money in a frozen Israeli bank account?

Funds up to the attached amount are blocked and cannot be withdrawn. However, if your account balance exceeds the attached amount, the surplus is not frozen and remains accessible. You can also apply to the Execution Office for the release of amounts that fall within the statutory exemptions — such as minimum subsistence amounts or certain pension and benefit payments. The bank itself cannot advise you on this; you need to make the application to the Execution Office directly or through an attorney.
