Can a woman initiate get proceedings?

Yes. A wife can and often does file the divorce petition with the Rabbinical Court. However, under traditional halachic law, the get must ultimately be given by the husband and received by the wife. The court can compel him to give it, but he must physically perform the act of delivery.
