Can a prenuptial agreement deal with get refusal?

Yes. Halachically-approved prenuptial agreements (such as the agreement developed by the Rabbinical Council of America) can provide financial penalties for get refusal, incentivising compliance without technically coercing the get itself. In Israel, such agreements are less common but are gaining traction.
