Can a non-Israeli parent get a visitation order from an Israeli court?

Yes. Israeli Family Courts have jurisdiction over any child who is habitually resident in Israel, regardless of the parent's nationality. A foreign national can petition the court for a visitation order and will be treated the same as an Israeli parent in terms of legal rights. Your citizenship or place of residence does not diminish your standing before the court.
