Yes. Israeli family courts have jurisdiction over maintenance claims where the parties are domiciled or resident in Israel, or where the marriage was performed in Israel, regardless of the spouses' nationalities. Foreign nationals going through divorce proceedings in Israel can claim spousal maintenance in the Israeli Family Court just as Israeli citizens can.
