Can a landlord evict a tenant in Israel without a court order?

No. Israeli law prohibits self-help eviction. A landlord cannot change the locks, remove the tenant's belongings, or cut off utilities to force a tenant out. Eviction requires a court order from the Magistrates Court (Beit Mishpat HaShalom). Any landlord who evicts a tenant without a court order is liable for damages. Even if a tenant is clearly in breach of the lease — for example, not paying rent — the landlord must still go through the court process.
