Can a foreign creditor garnish the wages of an Israeli employee?

Yes. Foreign creditors have the same access to Israeli wage garnishment procedures as domestic creditors, provided they have a valid enforcement basis — either an Israeli court judgment, a recognized foreign judgment, or a qualifying debt instrument. There is no Israeli law that discriminates against foreign creditors in the Execution Office. The practical challenge is obtaining the underlying judgment, which may require Israeli litigation or a recognition proceeding for the foreign judgment. Once that step is done, the salary attachment process works exactly the same way.
