A foreign creditor holding a foreign court judgment cannot directly access the Israeli Execution Office — they must first have their judgment recognized by an Israeli court. Israel is a party to a number of bilateral enforcement treaties and will recognize judgments from reciprocating countries. Once recognized, the foreign judgment can be enforced in Israel like a domestic judgment, including through bank account attachment.
