Can a creditor get a stay of exit order before obtaining a court judgment?

The Execution Bureau can only issue a stay of exit order after a judgment has been entered and an execution file opened. However, a creditor can apply to a court for a pre-judgment exit injunction as an interim measure if they can show an imminent risk that the debtor will flee. These court-issued pre-judgment injunctions are harder to obtain and require stronger evidence.
