My country does not have a tax treaty with Israel — what withholding rate applies?

The full Israeli domestic withholding rates apply: 25% on dividends, 15–25% on interest, and 25% on royalties. However, you may be able to claim a foreign tax credit in your home country for the Israeli tax withheld, reducing the overall double taxation even without a treaty.
