I am a new oleh — when does Israeli tax residency begin?

For new olim, Israeli tax residency begins on the date of aliyah. From that date, you are an Israeli tax resident — but if you make aliyah for the first time (or return after living abroad for at least 6 years), you receive a 10-year exemption on all foreign-source income under the oleh tax benefits regime.
