Can I force the other party to go to arbitration in Israel?

Yes. Under Section 5 of the Arbitration Law 5728-1968, you can apply to the competent District Court to compel arbitration when the other party refuses despite a valid written agreement. You can also apply under Section 7 for the court to appoint an arbitrator in place of the party who has refused to nominate one.
