Can a foreign-owned company receive IIA grants?

Yes. Foreign-owned companies can receive IIA grants provided they operate through an Israeli-incorporated subsidiary, conduct the funded R&D work in Israel, and comply with all IIA conditions including the IP transfer restrictions. Many of Israel's largest R&D centres — operated by multinationals including Intel, Google, Apple, and Microsoft — have received IIA support. However, the IIA applies additional scrutiny to foreign-owned applicants to verify genuine commitment to Israeli activity and to ensure the grant does not simply subsidise work that would otherwise be done in the parent company's home country.
