Yes, a foreign director can manage an Israeli company remotely — Israeli law does not require directors to be Israeli residents or citizens. However, at least one director must hold a valid Israeli identity number or a valid Israeli residency document to be registered with the Registrar. Board resolutions can be signed by e-signature or in counterparts.
